Quality Affordable Housing for Families

Portsmouth Housing develops and manages quality affordable housing and provides rental assistance to families, seniors, and people with disabilities, in a manner that promotes respect for residents and builds strong neighborhoods.

Portsmouth Housing is made up of two entities: the Portsmouth Housing Authority (PHA) and an affiliated nonprofit organization, PHA Housing Development LTD. Portsmouth Housing owns and manages 11 properties in the city as well as a Housing Choice voucher program.

Shirley, Gosling Meadows Resident

“I love Gosling Meadows because I like having my own garden, I like the family setting, I love the whole atmosphere of Gosling!” praises Shirley after 18 years of residence in her own Portsmouth apartment. Shirley lives with her cat, Baby, and enjoys when neighbors bring their pets over to say hello. For many years she was a caregiver so now at 76-years-old she doesn’t consider herself elderly and instead continues to care for the generation above her. Shirley loves gardening, photography, going to mass, and taking a walk downtown every day with her friends. Her daughter and grandson visit weekly and she is enjoying each day as it comes.

Inez, Margeson Apartments

Inez has been well known in Margeson for her beautiful piano playing since 2007. “I go to church, I praise the Lord. That’s my motto,” said Inez as her fingers tapped out a gospel song in the lobby. But Inez is known for more than just her musical skills, she also has a big heart for helping others and will gladly give rides to neighbors who don’t have cars. “Here, I help people that I can.” This servant’s heart came from her mother and from being a nurse for more than 30 years. She’s from Virginia but has raised all four of her children here in Portsmouth and loves living in Margeson. “I got one apartment but it’s jam packed with stuff, praise the Lord!”
